Just before 1 p.m. Sunday, a man called 911, saying he was following a vehicle on Cologne Avenue that he believed was stolen, according to police.
Police were able to find the vehicle, which was confirmed stolen, in the area of Clarks Landing Road near Leipzig, police said.
The driver pulled over and three people fled into a wooded area, according to the report.
Two women were arrested: Krystal Maxwell-Horne, 29, of Egg Harbor Township, and Shannon Foster, 24, of Galloway Township.
Maxwell-Horne was taken to the Atlantic County Justice Facility on an unrelated warrant. Foster is charged with several offenses, including resisting arrest and obstructions of justice.
A short time later Anthony Dalton, 22, of Mays Landing, was seen walking in the area and arrested, police said.
He is charged with receiving stolen property, resisting arrest by flight, obstruction of the administration of the law and possession of a controlled dangerous substance.
The investigation is continuing, and more charges are pending.
Another man, 38-year-old Daniel Dutton Jr. of Mays Landing, is still wanted.
Anyone with information about his whereabouts is asked to call Galloway police at 609-652-3705
