Atlantic County sex offender held after fleeing oversight

An Atlantic County sex offender who failed to register twice within four months was ordered held in jail Friday.

Milton Snead, 64, has been on the Megan's Law registry since a 2002 conviction in the rape of a 14-year-old girl.

He has failed to properly register several times since, including serving prison sentence last year for a violation of conditions, records show.

Snead was released Jan. 7, but was arrested again last month, after again failing to register his address.

He was arrested on that violation Monday, and was ordered detained Friday.

"It's just clear here, if given another chance to be released, he will continue to fail to abide by any orders of the court," Assistant Prosecutor Gina DeAnnuntis told the judge.

Snead's online Megan's Law registry had him listed as "inactive-incarcerated" until BreakingAC inquired while he was missing. His status was changed to "active absconder."

Despite the public safety assessment recommending Snead again be released, Judge Todd Miller ordered him held. The public safety assessment is used to help decide whether a defendant will be released or detained under bail reform.

Defense attorney Omar Aguilar argued that Snead did not have a place to stay, and was trying to get housing and other resources.

Snead "has absconded parole by actively hiding to avoid supervision," the judge said, reading from parole's report.

"He's willfully and inexcusably avoiding them in their eyes," he said.

The judge said his concern was Snead already faced detention, was released and then did the same thing.

"All he had to do was pick up a phone, borrow a phone and contact pretrial services and/or parole," Miller said, adding that Snead could have told them where he was or shared his issues in getting housing.

After BreakingAC reported about Snead's latest failure to register, a woman identifying herself as his daughter reached out via Facebook, asking that the story be taken down.

Quadirah Singleton insisted that the story was untrue, and that her father had not raped anyone. When told BreakingAC had the paperwork detailing the 2002 charge and his plea, she did not respond.

When later asked about her father's whereabouts, Singleton said, "He at your mother house. Go sit your fake a** down."
